Richard Lionberger is an experienced arbitrator with the practical mind of an engineer combined with the legal experience of an attorney and the business experience of an industry executive. He serves as an international commercial arbitrator and alternative dispute resolution (ADR) professional for disputes involving companies and operations in the U.S., U.K., Europe, Asia, South America and elsewhere in the world, particularly in the offshore oil and gas industry, and regarding other maritime disputes.
Richard approaches matters from the perspective of an engineer with substantial operations experience. He has a Bachelor of Science degree in Petroleum Engineering from Texas A&M University, and spent the first five years of his professional career as a drilling and production engineer, drilling offshore wells for oil and gas companies. Now he brings that engineer’s mindset to disputes in the oil and gas industries, international shipping business, and other maritime and business sectors.
With decades serving as officer and in-house general counsel for private and publicly traded, multinational companies, Richard has a vast knowledge of the challenges companies face. He has overseen initial public offerings and regulatory compliance, and has handled complex transactions involving multiple parties and hundreds of millions of dollars. He has worked with owners, operators, lenders and joint venturers in those transactions. He focuses on the practical aspects of business disputes, as well as the legal issues, to find a fair result based on the facts and the law.
Richard has over 35 years practicing law, during which time he has helped small businesses and large corporations address the legal and regulatory issues that arise in international operations. He has handled maritime issues including the construction, purchase, flagging, registration, financing, and contracting of vessels of all types and throughout the world. He has also overseen the resolution of personal injury and insurance disputes. Richard is able to weigh the interactions of maritime and other legal issues as they apply to the dispute.
Arbitrator Richard Lionberger has been helping businesses navigate the complicated processes of alternative dispute resolution for decades. With more than 35 years of experience as corporate counsel, both in-house and in private practice, he approaches every dispute with an eye toward finding solutions based on the facts and law that are both fair and practical. Richard has particular operations experience in the areas of offshore drilling and oil and gas operations, and has helped companies negotiate and resolve disputes about international construction contracts, purchase and sale agreements, financing, and operating contracts such as drilling contracts and charters. This provides him a unique understanding of how the oil and gas sector operates, including with respect to the construction, operation and maintenance of offshore drilling rigs and supply and support vessels, as well as the creation and operation of international commercial joint ventures.
